Some people like to use this phrase as a metaphor for the guy behind the scenes, calling the shots. But that might just be taking the fun out've the quote. When the algorithms, code and AI currently used to define, identify and remove dangerous, offensive or hateful content are being created or implemented, we must ask if the biases, flaws and other preferences of the programmers and their bosses will find their way into these tools.

Clearly, that reality exists, and therefore, it establishes a great risk of chilling free speech either unintentionally or, more alarmingly, with specific intent to do so. The same platforms have been leveraged by bad actors in an attempt to inflict serious political damage partly due to the fact that revenue-generating advertisements have, until recently, received little if any scrutiny as to the true identity of the advertiser and the source of the funds used for payment. While we collectively navigate these waters, the public, private industry and government must walk a very narrow tightrope of balancing public safety with freedom of speech.

Any discussion of what to do must have a very large tent, and at the front of the soapbox must be the concept of transparency and open-source code of any technology deployed by non-governmental actors, which limits access to free and unfettered online expression. Falsely yelling "fire" in a crowded theater is a reasonable restriction imposed by the government. The private, subjective blocking of access to the online yellow brick road of free speech is not.
