I think Nenya says she was steward before th e young nephew Jarl. I g uess I'll look it up else where. You have to be Thane of t hat particular hold. THEN you have the option to b uy land. I had a strange issue. Wh en i met the courier, i n ever had the letter in my inventory so i just went straight to the steward like the walkthrough said , but i come to find that the person i'm supposed to talk to according to t he letter, Tekla, is now replaced by a woman named Nenya.

I dug deeper and came to find that Nenya replaced Tekla as steward when the new Jarl took o ver. So i'm guessing i d on't have the letter in m y inventory cause Tekla i s no longer Steward. An d this Nenya person don't even speak about selling land. So what can i pos sibly do now?? I'm assum ing my game is glitched, but even more how could t hey set up a quest revolv ing around a person who g ets replaced down the sto ryline?? My only letter was from t he steward of White Run and I was level 38 , to a dd a child's room to my h ouse there.

He did the favors that were required for F alkreath, and when he com pleted the mission, he we nt to the Jarl. The Jarl then gave him permission to buy land and sent him back to Nenya. Then it ga ve him the option with Ne nya to buy the land. So i t seems you definitely ha ve to complete the favors before the buying option is unlocked. Hope this h elps!
